Please help me understand what does this strategy do? What is SMA_long = 1000? SMA_short = 50? etc..

SMA_short = 50

there are lots of indicators, those are used in math by programmers who assign values to certain formula's.
besides the tulip website, also a good starting point is wikipedia and youtube.
