Exchange withdraw worry

Does eveyone thinking about "can not withdraw problem"?

I worry about exchanges will not withdraw money when we earned much money or withdraw much money.

Many SCAM or bad exchanges may be use pending or waiting or any reason to dont give back money. 

however, many exchanges have cannot withdraw issues, look likes binance or poloniex in google.

So that, how to avoid this problem?  Which exchanges is safy and good?

Im looking forward for the new peer to peer Exchange System,
where we will directly settle trades between us through the Blockchain.

No centralized Exchange/Wallet needed eny more!
Mayby a usual exchange is good for Gekko...

I am not that worried usually, but that has gotten me in trouble before (for example at Mt. Gox, BTC-e).
